We hate to bring the bearer of bad news, but unfortunately, Forza Horizon 4 doesn't offer any split-screen features or capabilities. Many Horizon fans have been left disappointed by the lack of local multiplayer options in the games over the years, and it was the same case in Forza Horizon 3.
As far as i know 2-way split screen is the max, and all you can do is racing. It's a bit poor but at least the option is there i guess. as one racer to the other ditch the assists as soon as possible! (assuming you haven't already) But keep the Normal steering. What I did: reinstalled the game 3-4 times, started a new game, reset the settings, moved the console to a cooler place, disconnected the external USB drive, did a factory reset. None of this helped me. At the time of the crash, the game hangs, a black screen appears, and throws me to the xbox home screen.
